USMC Study System: Combat Development and Integration (CD&I) Seabasing Integration Division (SID) and Plans, Policies and Operations (PP&O) Prepositioning CBA

CHALLENGE:

  • HQMC needed a global assessment of afloat and ashore capabilities for 2017-2027
  • Holistic look at the pros/cons of afloat and ashore prepositioning to better enable (1) global coverage, (2) forward presence, and (3) crisis response
  • Quantify the crisis response speed of various global prepo options across the ROMO

SOLUTION:

  • Developed four CONOPS scenarios across the ROMO to stress expeditionary forces
  • Developed a vignette model to enable force closure analysis to equipment list level
  • Assessed afloat and ashore prepositioning capabilities to meet future MAGTF ops
  • Developed an integrated USMC prepositioning strategy to meet global demands

CLIENT RESULTS:

  • Gained quantitative and qualitative analysis to examine MPF expanded utility
  • Demonstrated how average of 20% increase in GCC foundational activity demand could be met with existing and projected prepo, platforms, forces
  • Gained quantitative and qualitative data to show pros/cons of 12 different prepositioning excursions
  • Provided targeted range of options to HQMC required to support leadership POM-17 budget decisions.

  • ~20% Increased Presence
  • $1.8M TSC Exercise Savings (Source of savings – MARFORPAC)
